# Removing recurring cash shortages across a highway fuel retail network

Case study · Finance Transformation

A fuel retail network with heavy daily cash volumes and very few systems had come to accept cash discrepancies, and could see its numbers only after month end.

~91%

## The situation

A network of fuel outlets on a highway corridor handled large daily cash volumes through manual processes and limited IT. Physical cash and recorded sales rarely agreed, daily reconciliations had gaps nobody could explain, stock-outs disrupted trading, and management saw financial information only after the month had closed.

## The challenge

- Daily differences between physical cash and recorded sales, accepted as normal
- Reconciliations that could not explain gaps from one cycle to the next
- No timely view of sales, receivables, or stock
- Few preventive checks, which left room for both error and misappropriation

## What we did

We mapped how cash, fuel, and credit sales actually moved at each outlet, shift by shift, and designed daily, weekly, and monthly routines that site staff could run without depending on IT.

Preventive controls closed the blind spots: cash counts at fixed times, reconciliation of each shift’s cash to meter readings and credit slips, same-day escalation of any difference, and a receivables routine for fleet and credit customers. Stock was reconciled every day against dip readings and deliveries.

Staff were trained on each routine, and a monthly internal audit tested whether the controls were working. The design went through three iterations, each measured against the shortage data from the one before.

## The impact

- Recurring cash shortages down by about 91 percent at first implementation, and about 99 percent by the third iteration
- Daily reconciliations with no unexplained gaps over sustained periods
- No stock-outs since the inventory routine was introduced
- Sales and cash visible to management within days rather than after month end
